Let me outline the PROBLEM with your testing strategy.
Because we are so late in the game we have lost the advantage of being able to track infection clusters as we are months in. Example: New York was able to identify people based on the positive result of a New Jersey attorney because only weeks had elapsed.
That being said by instructing folks with minor symptoms to just stay home you will create populations of infectious groups with albeit sleepers within our communities. These people will continue to infect people randomly and in so doing wipe out entire towns and communities.
By the time 1 person is deadly ill thousands have already been impacted and likely exposed.
Keeping people with minor symptoms or no symptoms out in communities will elongate out battle with this exponentially and likely reinfect future recovered population.
We have no idea what this virus is like the 2nd or 3rd time around.
Solution. Test everyone immediately.

I hate that the president starts off with the economics involved, that is a secondary concern, money will be lost no matter what focus on the people first. I wish he took this disease more seriously like he should, he is a part of an at risk group, he of all people should be listening to the experts that he has full access to and doing something substantial instead of just saying that everything is great.
