Ap Iorwerth hosted the pro-independence first ministers of Scotland and Northern Ireland in Cardiff last month and jointly declared that “Westminster’s time is coming to an end”.

In his 2,000-word letter to Burnham, ap Iorwerth made a detailed case for the transfer of powers over policing and justice, rail infrastructure and the Crown Estate, external to Wales.

He also called for “funding arrangements that are fair, needs-based and reflect Wales’ demographic and economic realities”.

He said that “Wales’ constitutional settlement should continue to evolve to improve democratic accountability, boost growth, strengthen public services and deliver better outcomes for our communities”.

Speaking to BBC Radio Wales Breakfast, ap Iorwerth said he was looking for “practical answers to unlock those things that we need to take Wales forward”.

He said he recognised there could be “practical barriers” to how the Crown Estate was devolved, and said he was “happy to look at how we do it in a gradual way, in order to make sure that it’s not just an ideological drive”.

He separately suggested that he may spend extra funds that come to the Welsh government, as a consequence of more funding for social care in England, on social care in Wales.

Labour’s Burnham has promised to end triple lock for pensions from 2030 to fund a new national care service.

Social care is the responsibility of the Welsh government, and how it spends its money is up to its ministers. Both Plaid and Burnham would face elections before the policy came in.

Plaid Cymru promised to “make progress” on delivering a national care service in its manifesto for the Senedd election.

Ap Iorwerth said: “When Boris Johnson was describing his plans that would have led to a consequential [from social care], we in Plaid Cymru were able to put a plan in place at that time that would allow us to spend the consequential on social care in Wales.

“I would be taking the same approach again.”

Ap Iorwerth said it was a “good direction of travel” from the prime minister, but he added: “We don’t know what the consequentials will be.”

At a conference fringe, the deputy minister for social care, Delyth Jewell, said Burnham’s announcement was “very brave” and that a Plaid Cymru Welsh government would “have to work with the UK government on this”.

But she said the building blocks were already being put in place in Wales.

“But it’s not just going to be just Wales looking to England, it’s also going to be England looking to us as well,” she said.

But Llinos Medi, MP for Ynys Mon, suggested Burnham’s “honeymoon” would not “last long”.

She added: “We’ve had a secretary of state [for Wales] who has actually said that Plaid Cymru is poison.

“So we can’t have one prime minister saying I want a different sort of politics, and for us in Wales we can’t have a secretary of state that says something totally different.”

Ap Iorwerth is expected to meet the prime minister, along with the first ministers of Scotland and Northern Ireland, at the end of the month.

Burnham had previously said he would be “open” to the idea of giving the Welsh government control over policing.

He has also said: “I have to respect the governments in the nations of the UK, and I will, and give a fair hearing to anything that is put to me.”

A UK government spokesperson said: “This government is committed to building a stronger and fairer Wales in a stronger and fairer United Kingdom.

“That’s why our focus is now on working with the Welsh government to empower local leaders and communities to deliver good growth and jobs in every postcode.”

Tesla sold fewer vehicles in the third quarter than it did a year ago, when consumers rushed to cash in on expiring federal tax credits for electric vehicle purchases. As a result, the company’s third-quarter delivery and production report, released today, represents a speed bump on Tesla’s road to recovery.

Tesla said that it produced a total of 464,391 vehicles between July and September of this year, including 457,387
Model 3 and Model Y vehicles, as well as 7,004 “other vehicles” like the Cybertruck, Cybercab, and Tesla Semi. (The company discontinued the Model S and X earlier this year.) That represents about a 3.8 percent increase compared to the third quarter of 2025, when the company produced 447,450 vehicles.

Tesla also said that it delivered to customers a total of 486,532 vehicles, including 481,166 Model 3 and Model Y vehicles, as well as TK other vehicles — about a 2.1 percent decrease compared to the blockbuster third quarter of 2025, when it delivered 497,099 vehicles. (For a direct-to-consumer company like Tesla, deliveries are a proxy for sales.)

The drop in sales was widely expected thanks to the expiration of the $7,500 federal tax credit for electric vehicles on September 30, 2025. Elon Musk himself said that the company was in for “a few rough quarters” thanks to the expiring incentive and other macroeconomic factors.

But Musk also said he believes that Tesla will rebound as its AI plans come to fruition, including robotaxis and humanoid robots. We saw how that might play out, with the July launch of the steering-wheel and pedal-less Cybercab in Austin. Even so, Musk predicted that 50 percent of the US population will have access to Tesla’s robotaxis by the end of 2025 — which of course turned out to be wrong.

The report comes amid a tumultuous time for Tesla — which always seems to be the case for any company with Elon Musk at the helm. The company scored some good headlines — the re-launch of the Semi and Cybercab, European sales rebound, a boost in EV market share stateside — and was rocked by a few bad ones — the delay of the next-gen Roadster reveal, a federal investigation into the Cybercab launch.

Saturday promises to be a pivotal moment that could go some way towards writing the next chapter of Green’s storied career.

The veteran is entering the final two fights of his current deal with the UFC and has acknowledged his performance against Ribovics could define what comes next.

With only a couple of fights left on his deal and currently outside of the rankings, his chances of being matched against the current BMF champion, Charles Oliveira, appear unlikely.

But for someone who has been around the sport long enough to experience his fair share of highs and lows, there is a different dream he is closing in on.

“The focus is changing my family’s life and making it a better life,” Green said.

“I want to get towards the BMF belt, but at the end of the day, give me my money.”

A major international airport is facing mounting scrutiny after investigators released preliminary findings into a series of runway incidents and near collisions.

The incidents, which involved passenger aircraft, all occurred at Sydney Airport during the past three months.

The Australian Transport Safety Bureau (ATSB) released preliminary reports Sept. 30.

The incidents began July 27, when a Qantas Boeing 737 was cleared to cross a runway in front of a QantasLink Dash 8 that was landing, according to the ATSB.

On Aug. 9, a Jetstar Airbus A320 was forced to brake abruptly to avoid a Qatar Airways Boeing 777 being towed across its path. A flight attendant aboard the Jetstar aircraft fell during that sudden braking and fractured her wrist.

The same day, a Qantas Boeing 737 was cleared to cross a runway in front of a Virgin Australia 737 that had just been cleared for takeoff, the report said. 

Nine days later, a Qantas Airbus A321 had to brake while taxiing to allow another Qantas 737 to pass in front of it.

In a statement to Fox News Digital Thursday, Sydney Airport said safety was its “highest priority.”

“We will continue to support the Minister and Airservices as they work through the preliminary findings and the appropriate actions,” a spokesperson said. “We await the final reports and any recommendations arising from the ATSB’s investigations.”

Staffing levels at Sydney Airport’s control tower had emerged as a recurring area of inquiry, investigators said, although they have not determined whether staffing factors directly contributed to any of the recent incidents.

“These investigations will look to understand the significance of staff resourcing pressures within the tower, specifically, the practice of combining operational roles, the routine reliance on overtime to fill shifts and training or supervision activities being conducted alongside operational duties,” Angus Mitchell, ATSB chief commissioner, said in a press release.

Investigators also raised concerns about fatigue, though they cautioned that a heightened risk of fatigue does not necessarily mean controllers were tired at the time of the incidents.

“We are examining the effectiveness of the measures in place to manage this identified risk,” Mitchell added.

The incidents came as Sydney Airport recorded the highest rate of ground conflicts per aircraft movement among Australia’s major airports in the post-COVID period, about 20% above the national average, according to a separate ATSB analysis.

Mitchell cautioned that the findings should “be viewed in the context of Sydney Airport being the most complex in the country.”

Former US intelligence officer David Grusch has made a series of wild claims on Joe Rogan’s podcast including that we battled giant creatures

UFO whistleblower David Grusch has claimed US troops shot reptilian beings from outer space following the discovery of a crashed ‘tic-tac’ ship apparently involved in a battle between two alien races. Speaking on Joe Rogan’s podcast, the former intelligence officer admitted his account came from a colleague, rather than his own experience.

Grusch said dead ‘greys’ were found at the wreckage alongside living reptilian beings more than 7ft tall, with ape-like builds and scaly skin. He claimed the surviving creatures posed a threat to American personnel and were killed.

He also alleged US troops suffered injuries and fatalities, but gave no exact figures. Grusch described “malevolent” behaviour, although he said it was difficult to tell whether the beings were hostile or distressed.

Rogan acknowledged the claims sounded like “kooky talk”, adding: “If it’s real, there’s no way it sounds kooky.”

Grusch said he was preparing the public for a possible “Ghostbusters situation” and expected significant disclosure before Donald Trump’s term ends.

He also claimed senior officials knew of a huge underwater base used by alien craft. Citing classified documents, footage and insider accounts, he said: “There’s clearly some sort of base of operations in certain locations. It’s large. Don’t know when it got there… Like multiple city blocks type stuff.”

Grusch declined to disclose its location or tracking methods, citing national security concerns, but claimed that naval sources had compared it to James Cameron’s sci-fi film The Abyss.

During the same podcast, he alleged he had seen high-definition footage of dead extraterrestrials recovered from a crash site. He described them as “very beautiful”, with bluish-white skin, and claimed their bodies were stored frozen at a military facility.

Asked whether the footage would become public, he replied: “Probably. There’s a lot of audio-visual stuff.

“The problem with the current climate is you’re going to have to wheel out the physical evidence, too, because the trust in government is so low right now.”

Grusch previously gave sworn testimony to Congress about alleged decades-long UFO retrieval operations. Both the White House and Pentagon have repeatedly denied holding physical evidence of extraterrestrial life or alien spacecraft.

Although both are antiaging ingredients, PDRN and retinol do different things, says Rachel Nazarian, MD, a board-certified dermatologist in NYC. PDRN focuses on improving skin texture and hydration on the surface, while retinol penetrates deeply into the skin to boost cell turnover. “Both make skin stronger and more youthful by addressing different issues. But PDRN is better tolerated by sensitive skin, while retinols can be somewhat drying,” she says. She recommends incorporating both into your regimen, at different frequencies, as tolerated. Says Dr. Rambhia, “PDRN may be a reasonable option for individuals with sensitive skin or those seeking barrier support and recovery, particularly if they cannot tolerate retinoids.”

“Topical PDRN is generally well tolerated and does not have major known incompatibilities, but it works best in a barrier-supportive routine,” says Dr. Rambhia. She recommends avoiding layering it with strong exfoliating formulas with high concentrations of glycolic or salicylic acid, or with prescription-grade retinoids, as this can increase irritation. “Because PDRN is positioned as a reparative ingredient, it pairs best with soothing and hydrating components like ceramides, niacinamide, and hyaluronic acid. If using stronger actives, spacing them at different times of day can help maintain tolerance and effectiveness,” she says.

Parts per million is a way to measure very small concentrations of an ingredient (in this case, PDRN) in a larger solution. “Ppm matters, but [a higher number] isn’t necessarily more effective,” says Dr. Queller “A bigger number on the bottle doesn’t automatically mean better results. For context, she explains that 1,000 ppm is about 0.1% concentration, 10,000 ppm is 1%, 50,000 ppm is 5%, and 100,000 ppm is 10%. “But this number alone doesn’t tell you how much biologically active PDRN is actually reaching the skin or how well the formula is designed to deliver it,” she says. The formula as a whole and how it’s delivered into the skin is more important. And, as with any active ingredient, there is always the risk that too much of a good thing will result in irritation to the skin barrier. We understand the irony of an ingredient made to help your skin barrier actually aggravating it, but we don’t make the rules. “I like PDRN paired with complementary ingredients such as hyaluronic acid, peptides, and barrier-supportive ingredients,” says Dr. Queller. Finding the right ppm and ingredient pairs for your routine might mean some trial and error to find what’s most effective.

While most studies on PDRN have focused on injectable treatments, there are some on topical PDRN. A study using a topical combination of PDRN, vitamin C, and niacinamide delivered via microneedling demonstrated improvements in wrinkles, hydration, and pore appearance after six weeks, according to Dr. Rambhia. As for the PDRN you might have in your beauty cabinet, Dr. Nazarian says you should see results in 8 to 12 weeks with regular use: “It takes about that long to generate new collagen fibers and improve uneven skin pigment. But I recommend using it long-term for even better results.”

Absolutely, says Dr. Queller. “Mature skin is one situation where I think the concept is particularly interesting because we’re trying to support collagen, skin quality, hydration, and repair—not just temporarily plump the skin,” she says. While she wouldn’t replace other antiaging ingredients like sunscreen and retinol in a mature skin routine, she says that PDRN is a nice addition. It’s complementary, rather than the foundation of an antiaging regimen, she says.

Around 700 offenders jailed for crimes including theft, violence and domestic abuse are being freed early today, but was re-arrested after being accused of theft moments after leaving prison

A prisoner was re-arrested a matter of seconds after walking free from prison, after being released under the early release scheme.

A 45-year-old man was arrested on suspicion of two counts of theft after being accused of stealing a bike as he left Wandsworth Prison this morning. He was taken into custody by British Transport Police as he stood outside the jail he had just left.

The force confirmed to the Mirror: “A 45-year-old man was arrested on suspicion of two counts of Theft of a Pedal Cycle today (October 1) at around 10.40am outside Wandsworth Prison. The man has been taken to custody.”

BTP added: “The arrest relates to incidents that took place in June and August 2026 at Teddington and Whitton railway stations respectively.”

The first prisoners being freed under the controversial plan left their cells this morning, before saying a big thank-you to the Prime Minister.

Hundreds of prisoners are being freed early today as the government desperately tries to free up space in overcrowded jails. Around 700 eligible offenders will leave jails across England and Wales throughout the day, with 2,550 due to be released by the end of the year.

Some prisoners will have served just a third of their sentences, for crimes including domestic abuse and some sexual offences. Andy Burnham has defended the scheme, despite fierce opposition, saying anyone found guilty of rape, serious child sexual offences and grooming will be blocked.

The plan to free up capacity in the overcrowded male prison estate comes as figures show the number of people behind bars has jumped by more than 1,700 in the past three months.

Released prisoner Jordan Laverack, 26, said outside HMP Leeds: “The plan for today its to go to KFC and after that I’m not sure.”

He said: “I think early release is good for myself. I can see why there’s a lot of attention behind it, because there might be people doing heinous crime who are getting released early. But for the average person, who’s missed probation like myself, I think it suits somebody like me.”

Mr Laverack said he served just under four weeks for missing probation appointments, but would not say why he was on probation, adding: “nothing too bad”.

Another prisoner, dressed in shorts, a T-shirt and trainers, holding his belongings in a bin bag, said to as he left HMP Durham in north east England: “Justice system, what justice system? Thank you Andy Burnham.”

James Ashford, 21, was serving 12 months for carrying an offensive weapon. He only served four months and was greeted outside by family.

Asked what he thinks about the early release scheme he said: ”It’s good. I think it helps people back into the community rather than spending a long time inside and coming out. It’s hard to come back out the longer you’ve spent in there.”

Asked what he has to say to the Prime Minister, he responded: “Thanks mate!”

Another man leaving HMP Cardiff, who was asked if he had a message for the Prime Minister, said: “Thank you very much and don’t get me back here again, bro.”

One woman had been waiting for her boyfriend since 7am. She could be seen embracing him in a large hug as he left the Category C prison, which holds young adult males.

She said her boyfriend, wearing a durag and holding a dark blue bag, had been imprisoned for “nothing too serious” – though neither would speak following his release, and would not confirm whether he was one of those eligible for early release.

The prison population in England and Wales was 87,499 on Monday, according to Ministry of Justice (MoJ) data. This is up from 85,761 on June 29 – a rise of 1,738, or 2%. The MoJ said released offenders will be monitored under the “toughest supervision in British history”.

Victims commissioner Claire Waxman warned that the Government’s confidence in the plan “is not yet matched by the reality on the ground”.

The early release scheme is needed to prevent the justice system from collapsing, after a summer when the issue dominated news headlines.

After changes made criminals will be excluded from the scheme if they have been jailed for a range of offences, including members of child grooming gangs convicted of indecent assault.

As of the end of August, there were 86,843 prisoners behind bars across England and Wales – taking up almost 98% of usable capacity, and leaving fewer than 2,100 places for new arrivals.

That’s when looking at the absolute maximum the prison estate can safely hold – there are already far more inmates than the system was designed to actually accommodate, and have been for some time.

Nearly one in four prisoners – 23% – are in overcrowded conditions, sharing cells designed to hold fewer people.

Overcrowding can lead to a host of problems, including fewer opportunities for rehabilitation through training, education and employment, more time spent in cells, and an increase in assaults and self-harm.

But prison overcrowding is not a new problem, so why is the early release scheme happening now?

The government has made it clear that if the early release scheme does not go ahead, we will run out of cells entirely, and soon.

Projections show the prison population could tip over the 100,000 mark by May 2030, while capacity is expected to only increase slightly in comparison.

If prisons become full, the criminal justice system will collapse. The Ministry of Justice said: “Failure to act would put victims and the public at untold risk – with courts unable to hold trials, police unable to make arrests and crime going unpunished.”

In the year to March 2026, more than 51,400 prisoners had their license recalled – up 28% from the year before.

In comparison, in 2000 the recall population was closer to just 9,000 inmates.

The increase follows a prior early release scheme that was introduced in September 2024 as an emergency measure to try and ease overcrowding, with prisons reaching 99% capacity.

This saw eligible prisoners serve just 40% of their sentence, rather than 50% – and while it was successful in the short term, the sharp rise in recalls limited the overall impact.

he latest figure is 68% higher than it was in 2019 – partly due to the impact of the COVID-19 pandemic on the court backlog.

Prisoners on remand now make up nearly 20% of the total prison population.

At the same time, efforts to increase prison capacity in recent years have been woefully insufficient to keep up with rising demand.

MoJ estimates show that while the last Conservative government did build thousands of new prison places between 2010 and 2024, almost as many were closed.

President Donald Trump’s push to rename AI may be behind an “unprecedented” rise in registrations for domain names in Slovenia, according to its official national registry.

The president wants AI to be called super intelligence – or SI – the same initials used by Slovenian websites.

Register.si spokesperson Klara Herman said 44,000 web addresses with the .si suffix had been registered in September, compared to less than 2,000 in August – an increase of more than 2,100%.

She said the scale of activity in late September was “unprecedented” compared to the previous 12 months.

President Trump called for the technology to be renamed during his speech to the United Nations General Assembly in New York on 11 September.

“The use of the word artificial makes it sound fake,” he said.

“It’s not fake, it’s actually amazing. But we have to be careful… welcome to the new world of super intelligence.”

Internet domains are the unique human-readable addresses people type into their web browsers to access websites – like bbc.co.uk.

Herman said registrations for .si web addresses in September stood out “very clearly” against the other months in the year, although she was “cautious” about attributing the entire increase to only President Trump’s comments.

She said on 30 September alone, 11,000 new registrations were recorded.

One possible explanation for the purchases is cyber-squatting – where people speculatively register specific domain names in case they increase in value later on and can be sold for a profit.

Scientists recently discovered traces of an ancient disease in an unlikely place: the pages of a 1,000-year-old gospel book.

The discovery, which centered on the York Gospels, was announced by University College Dublin (UCD) in early September.

In a study recently published in Science Advances, UCD researchers traced thousands of years of evolution of the sheeppox virus using ancient DNA preserved in manuscripts and animal remains.

The highly contagious disease affects sheep but is not known to infect humans. Researchers detected its DNA in the animal skins used to make parchment, according to the university.

The York Gospels were written in Canterbury in the late 900s by Anglo-Saxon scribes and were later brought to York Minster — where they’ve been housed for centuries.

Unexpectedly, researchers found traces of sheeppox virus on parchment made from calfskin and goatskin, suggesting either cross-species infections or contamination during the parchment-making process.

Comparing the manuscripts with DNA recovered from Bronze Age sheep teeth, researchers found that sheeppox has plagued livestock for over 3,700 years.

In a statement, UCD described the York Gospels as a “biological time capsule” that preserved evidence of the virus for centuries.

“The research reveals that sheeppox has threatened livestock for more than 3,700 years,” the university said.

“Unlike other skeletal material, teeth can preserve genetic evidence of infection over thousands of years, providing a valuable record of past outbreaks.”

Sheeppox can spread rapidly through flocks and can be deadly, particularly for young animals — making outbreaks a potentially serious threat to livestock-dependent communities.

“A highly contagious disease, sheeppox spreads rapidly and can affect large portions of a flock in a short time,” UCD said.

“The disease is particularly dangerous because it can cause very high mortality rates, especially in young animals, and dramatically reduce productivity by damaging wool, meat and milk yields.”

Louis L’Hôte, a Ph.D. candidate at UCD who was the lead author of the study, told university officials that the discovery shows parchment can preserve traces of animal pathogen DNA for centuries.

“It is possible that archives and libraries around the world also contain the genetic traces of disease outbreaks in animals in the past,” said L’Hôte.

“These genomes help us understand how these pathogens evolved and how they affected past societies — such as sheeppox virus, which we show has been affecting Eurasian sheep herds for at least three-and-a-half millennia.”

L’Hôte added that the pathogen remains a threat today — and that studying its ancient DNA could help researchers better understand how to eradicate it.

“We find that unlike the smallpox virus, the sheeppox virus genome was very stable over the last few millennia.”

“People around the world are still fighting against this pathogen — there is currently an outbreak of sheeppox in Greece, causing much economic damage,” he said.

Influencers have been slammed as “brain dead” after their spontaneous photo session obstructed an ambulance‘s route while paramedics attended to a casualty. In footage shared to social media, a male content creator could be seen striking poses on a stretcher at the back of the vehicle while puffing on a cigarette as his female pal took shots.

In the UK, the Emergency Workers (Obstruction) Act 2006 is a piece of legislation that specifically criminalises obstructing or hindering emergency workers (or anyone helping them) while they are dealing with emergency situations. It was passed on 8 November 2006 and came into effect on 20 February 2007.

The law was brought forward through a Private Member’s Bill to address legal loopholes and safeguard emergency responders.

The emergency medical staff were then visible wheeling their patient into view before the influencers appeared to take umbrage at being asked to move aside by a member of the public. An argument ensued before the casualty was able to be transferred into the ambulance.

The incident unfolded in West Hollywood, California, and was captioned on Reddit: “Influencers take photos in ambulance attending to a patient on a gurney.”

The original poster added with sarcasm: “Not everyone can be at Milan Fashion Week. Someone’s gotta influence in West Hollywood.”

The clip sparked other Reddit contributors to brand the duo as “ghouls with cameras and zero self-awareness”, while others emphasised the safety hazard posed by the man’s cigarette being near the ambulance’s highly-combustible compressed oxygen tanks.

“My God, people are ridiculous,” one person slammed.

A second raged: “The nerve of her! I couldn’t believe that the guy had to physically move her back just to allow the patient to be wheeled up to the ambulance.”

A third Reddit user declared: “Social media has convinced Gen-Z and newer that they actually have some sort of right to stick phone cameras wherever they like.”

Meanwhile, a fourth shared their own harrowing experience, revealing: “Had an ambulance come for me two weeks ago and the first thing all of the kids in the neighbourhood did was shove their phones in the door to record me. Life is absolute Hell.”

And a fifth person summed up the situation perfectly: “Nothing captures influencer culture quite like needing to be physically shooed away before realising an ambulance isn’t a photo booth.”

Back in 2020, US Congressman Clay Higgins put forward the Emergency Services Access Act, which criminalises blocking an ambulance from reaching a hospital or interfering with emergency medical care at federal level.

His website states: “Violators would face up to 5 years in prison, fines, or both,” and “If death results, violators would face imprisonment terms comparable to a first or second-degree murder charge.”

The legislation was drafted as a direct response to anti-police protesters who deliberately obstructed hospital entrances following an assassination attempt on two Los Angeles sheriff’s deputies.
